Have you tried talking to your neighbor? If so, and the problem continues, call Animal Control and report the problem. You also might want to talk to other neighbors and see how they feel.

When that happened to me I wrote a polite letter to the neighbor explaining the problem. They started keeping the dog in the house while they were away. You will ptobably be more effective if you specify particular hours when the dog's barking is a problem rather than trying to make them keep the dog quiet all the time. The dog is probably lonely. It would be nice if the neighbors would get a companion for it but a lot of people who have one dog and leave it alone all day really don't understand how dogs crave companionship. You might try talking to the dog just so it won't feel so isolated. You might work out a deal with the neighbors where you go over and play with the dog or take it a treat or something so it won't have such long stretches of time where it has nothing to do but try to attract attention.
Most neighbors want to get along and will try to oblige if you present the situation to them as a problem to be solved and not as a personal attack.
And if diplomacy does not work you can report them. Call the police and they can direct you to the noise abatement department or whatever they call it in your area. I hope this helps. I love dogs but I don't think people should be allowed to be inconsiderate of their neighbors or their animals.

Try talking to the neighbor. If the dog is barking when they're not home, they may not even realize there's a problem.
If they're aware of it and just don't do anything about it, then call your landlord if you live in an apartment, or animal control if you're in a house.
If that process isn't something you want to deal with, you can try aiming some speakers towards their place and blasting annoying music when you know they're home, preferably something very unlike them... if they're rockers, play ethnic folksy music, or buy a really bad yodeling cd. If they're country-ish, play hard-core metal, or rap, but just watch out that it doesn't have any hate lyrics or a lot of cursing.
Best yet, audiotape their dog barking, and then call their answering maching and play the tape.

The dog probably is barking because it's lonely. That is their way of communicating. Maybe you could speak to your neighbors about giving some attention to this poor dog. Also there are ear plugs. I have the same problem and they are great!
I would ignore other answers that tells you to shoot, to drug, to kidnap the animal, that would be going over the top.

its actually in every town a law against barking dogs as a nusiance. many will leave the animal outside and the police will give them a warning and tell them to put the dog in the house. you have the right to privacy and enjoyment of life as the next guy. but baeking dogs, no one puts up with. in apartments, its in the lease that if any animal disturbes your neighbor, out you go or the dog does. myself, i have had a few like that and politely talked to the peole about it. if they get a attitude or don't care, call the police as they will care then with a warning. they can be fined heavy and after repeated fines get jail or the dog will be confiscated.

specific...you may call the police and characteristic them pass on your pals. that's a noise criticism, completely justifiable call to the police. they're going to seek advice from them and advise them a neighbor is worried for the dogs and should no longer think of the dogs would desire to be left outdoors all nighttime. additionally that the dogs barks all nighttime that's stressful and keeps you conscious. merely tell the dispatcher which you do no longer would desire to verify the police at your place and you desire to be nameless. this way the neighbor does not even comprehend who calls.

Politely inquire about this annoyance to the neighbors... if they take no notice of you, than file a public complaint. They'll have to shut Fluffy up in this case.

if your in an apartment move to one that doesn't allow dogs, if not then talk to them and politely ask they get one of them no bark shock collars
