Very good question!! You'll get lots of answers, but considering all the aspects you mention, my choice is Southeast Oklahoma. Yes, that's where I live.... but, few people outside here realize that this area, from Sallisaw to Broken Bow, to McAlester, Oklahoma is mountainous, lots of rainfall, and protected for the most part from 'severe' tornadoes. We here don't have frigid winters, nor extremely hot summers (it's 94F now); there are no earthquakes here, no tsunamis are gonna wipe us out....
And, this area here is so unimportant in relation to 'war', or terrorism.
If a nuclear bomb were to hit Dallas/Ft. Worth, Texas, the prevailing winds would bring fallout this direction, but we think that's unlikely to happen, really.

For low crime areas, look for...
1. A nearly all-White population
2. Low population density
Rural areas in West Virginia, Iowa, Nebraska, Wisconsin, Idaho, and the Dakotas are pretty good bets. Most of these places are also relatively safe from frequent natural disasters, such as hurricanes or earthquakes. Those things seem to afflict SoCal and the Gulf Coast - places you don't want to be anyway, if you're White.

South Dakota of course i live in Texas (one of the worst) and came here from the NW ( also) so i don't consider this a factor
WOW OREGON where i came from and the site of Earthquakes and Volcanoes not to mention Tsunamis ALSO Crips and Bloods

Anywhere in the very top (NY, Canada, etc.)
Most natural disabsters occur around the Equator of the Earth (which is in the middle part!)
