Most puppies will balk at new/strange things, and rain is one of them. It's cold, wet, hitting them in the face, and makes the grass icky to walk on! Here's my general house-training advice with one addition - an umbrella :]) To teach a pup to eliminate outside, take her on-leash out to a spot you want her to use. Then ignore (don't touch, talk to, or look at) her. Out of the corner of your eye, watch to see when she decides to eliminate. The moment she's done, praise her in a high happy, silly voice, pet her, smoosh her ears - things she likes. You can then go back in the house if it's raining and play a few minutes, or if it's nice outside, play with her there. Over time, she'll realize the faster she does her 'business', the sooner she gets attention and played with. Also, with you out there waiting to priase her, she has more incentive to do her business, and in the rain, the umbrella makes it nicer for both of you. When a puppy is just put outside and expected to 'go' they usually get distracted by everything out there instead, don't 'go', and when they get back inside realize "Oops, gotta wee!" and go right on your nice rug. That's why we go out with them and keep them in one place. Hope this helps. Please e-mail me if you need more help or better explanation.

It is very common for whippets and italian greyhounds. My IG barely makes it to the door when it is cold, windy, or raining. You may need to get puppy pads for when the weather is bad.

This is (of course normal) My border terrier will absolutly not go outside for any reason if it is raining. This is no reason to worry or even give a second thought. Think about it would you go outside to wee, if it were raining, (even if you had a doggie raincoat? NOOOOOO WAY!!!!!!!) p.s All dogs say no to rain.

I have an Italian Greyhound, which is the smallest of the Greyhounds and he won't go outside to "wee" while it is raining either unless he has to go really bad. I don't know if it is typical. I just don't think he like water.

My dog wouldn't either. He usually wound up going on the patio or somewhere inside. I figured out though that if i put him on his leash and took him in the front yard, he thought we were going on a walk and didn't care about the weather, and then he would go. Of course, now he's an outside dog and has just learned to deal with it.

Yeah, pretty much normal. Sometimes I have to literally shove them out the door and shut it quick. They give me the most pitiful look, and then they just stand there, all hunched over, until I tell them to get busy. I monitor the pottying, otherwise they will wait until they get in where it is nice and dry.
Just wait until winter, if you live where it gets cold. Best to stock up on sweaters, coats, jammies, and fleecy snoods now...

Whippets are petite, feminine dogs. The rain might be pelting to hard for her, and might be uncomfortable and damaging. If you had to urinate in the rain, naked, would you?
