Either they are angry, aggressive, or scared. It is a way of saying: get away or i will go after you.

Your pup might be aggressive, or trying to look bigger if he/she is afraid. If your dog is a protective breed such as a Belgian Shepard, he could just be alerting you of intruders (a new chewtoy, someone ringing the doorbell, other dogs, ect)

It is called "Piloerection" and dogs do it for a variety of reasons... Fear, Aggression, and also to regulate thier body temperature by lifting the fur to allow trapped heat to escape.

All dogs will do this when frightened or angry. Most animals do. It is like when lizards inflate their pouches under the neck. All animals react in different ways to certain situations.

Not just puppies, but adult dogs as well. That's how you tell they're angry.
