They chose short names that are easy to say and write to avoid any confusion. It used to be only women's names but now they alternate between men and women's names. Before the start of the hurricane season they pick 21 names (roughly one for each letter). Of there is more than 21 hurricanes then the later ones are refer by a Greek letter.

With first names, starting with A. The second storn has a B name.

(i.e. Albert, Bethany, etc.) So you know how many storms by the first letter of the name.

They used to name them all female, but now they alternate male and female names.

When a hurricane is particularly destructive, they retire the name. (so "Katrina", and "David" for example, are names that will not be used again)

if I remember right they just pick a list of names and they go alphabetically, but even tropical depressions and other types get names also.
