All airlines, except Southwest and a few other low cost carriers in other countries, will allow you to select your seat online or will ask your preference if you do not have a seat assignment at check in. Sometimes if the plane is too full, you will get what is left and they will just assign you a seat at check in. So in all honesty both are correct, you can pick your seat if you do so online or can request your preference at the ticket counter.

It depends on the airline. Southwest has a first come, first serve policy. Also, most airlines will let you request an aisle, middle or window seat if you get there early enough. Just ask at baggage check or at the desk at the terminal. It will just depend on availability. Some airlines have online registration which allows you to skip some of the check in lines and have some say about where you sit. (Southwest's online registration allows you to get in the first group to board the plane w/o having to get to the terminal really early... or at least it used to.)

Sometimes when you buy your ticket on line you can pick from available seating. But most of the time you are assigned a seat but you can request isle or window seat. Southwest is first come first serve, so if you fly with them get in line first to get a good seat.

I have always been assigned a seat. Southwest is the only airline that seats on a first-come first-serve basis meaning that those who board the plane earlier have a better choice of seats. I think this is pretty cool of Southwest!

It all depends on which airlines you are flying. Some they do assign you seat. If you are early when checking in, you can even choose your seating. But in some ariline, especially budget airline, all tickets is free seating. So you might have to choose where you wanna sit once you board the plane.
