Aren't they all atheists, or at the very least agnostic?

Babies are innocent in the eyes of God. "Suffer the little children to come unto me" said Jesus. "Be like a child before God" is another passage from the Bible that I think Paul wrote, paraphased.

Children are innocent of sin. It is only when they come into an age of understanding that they increasing are responsible for their misdeeds.

I know of a girl aged 16 who is sexually abused by her father and his friends. She cooperates in her own sexual ravishment because her father frightened her into it. He divorced his second wife when his daughter began "legal" in Georgia. He is from Washington state. I have reported this to the law and family services to no avail, by the way.

I truly believe that girl is without sin because of her circumstances. Her father has deprived her of judgment and the ability to take corrective action.

I pray for her. And if I--a mere human--can feel that way, then how much more will God?

A lot more, I believe.

I hope that answers your question. Babies and young children have not reached the age of discernment. That is it in a nutshell as far as I'm concerned.

Actually, babies don't get to heaven unless they are baptized. If they are baptized, they are free from all sin (being born with original sin which is wiped away in baptism) and therefore go straight to heaven. Babies that are not baptized go to limbo, which is a place of perfect earthly happiness (much like the Garden of Eden). They cannot go to heaven though because they still carry original sin on their souls.

Jesus said: “God loved the world so much that he gave his only-begotten Son, in order that everyone exercising faith in him might not be destroyed but have everlasting life.”—John 3:16.
Many persons can quote that Bible passage, but few have thought about what it actually says. It does not say that Jesus gave his life that people might “become angels” or so that “all good people might go to heaven.” It says he did so that they might have “everlasting life.”
You may have prayed: “Thy kingdom come. Thy will be done on earth as it is in heaven.”—Matt. 6:10, Douay translation.Few persons have realized what a change it will make for that prayer to be answered—for God’s will to be done throughout the earth the way it is done in heaven. In fact, it will require that God replace this present system of things, with its wars, corruption and greed. In its place will be a new system that will assure the conditions of peace and life that God originally created in Eden.
Psalms 37:29 The righteous shall inherit the land, and dwell therein for ever.It is possible to benefit from Christ’s ransom, and to conform to God’s instructions. We can take a course of obedience that will permit us either to survive through the coming “great tribulation” or to be resurrected afterward, into a righteous and cleansed earth, now near at hand. What a blessing to be on hand when dead loved ones, perhaps your children, return from the dead! NO BABIES DO NOT GO TO "hell, or purgatory" THEY ARE ASLEEP WAITING FOR THE RESURRECTION .

All infants, dying before their ability to reason, commonly called the age of accountability, will return to the Father's presence. Why? Because they are pure innocence and they had not been tempted of the world.

Rev 20:11-13 They are judged on their works, and since they haven't sinned - they are able to go to heaven.

They don't.The Bible doesn't teach that everyone who dies goes to heaven.
The Bible mentions two classes.
"Little Flock" which numbers 144,000.These are ones that provided they die faithful will go to heaven to reside as kings and priests with Christ Jesus.
"Great Crowd" or "Other Sheep" are the remaining ones who will reside on the earth.

Babies are innocent. What have they done to deserve to go to hell? They don't know about Jesus and God and that stuff so they aren't held by the same standards that Christian adults are.

Because they have not reached the age of accountability which is the age that a person knows that they are a sinner. Once you have heard the gospel and rejected or accepted it you are held accountable for your destination.
