It is supposed to help circulation by helping blood from you legs to return to the heart, rather than pooling in the legs.

It is, especially if you have poor circulation. When your legs are elevated, gravity keeps the blood from pooling in your ankles or calves, which can cause blood clots. A dr. usually recommends that you sleep with your legs elevated after you have had surgery (and can't walk around for a while), when you are pregnant or if you have circulation problems. This will also help to keep from your feet going numb (going to sleep) if you have to lay down for a long period of time.
All you need to do is raise your legs so that when you are laying down they are above your heart (use 2 or 3 pillows). You should be able to lay down on your back and see your toes without having to raise your head when your legs are elevated properly.

There can be several reasons..... Elevating legs helps with the return of blood to the body. This can relieve or reduse symptoms if there is varicous veins or tired, aching legs or feet, or if there is bleeding in the legs. It also makes more blood available to the rest of the body or head, so is helpful if someone is feeling 'lightheaded'. Elevating the head is more to do with propping up in a semi seated position. This sometimes helps with breathing and heart problems. It can also help reduce reflux symptoms. There are lots of other reasons for both but that covers most of the common ones.

Increases blood flow to the heart. I have a broken foot that's in a cast. Was told to keep it elevated. Will prevent swelling.

It helps prevent varicose veins by helping the blood circulate because varicose veins are caused by abnormally dilated and swelled veins, usually in the legs. Not crossing your legs will also help.
