You can't, I know democracy is the best mean of government for people who are liberal thinking and who respect individuality to the best and values derived from human right .But there is no way you can force democracy into the thinking of people if they are not prepared to accept its implying values . I think basically the US had failed in its mission to proliferate democracy in Middle East ,as the realisation come too late of the urgency of the value, as the political evolution of Middle East have found a system that they think can replace democracy instead that is imported from the West .

Who can be blamed for the lost of historical timing ,and the ensuring chaos and instability and the warring state in the Middle East we are witnessing now ,obviously the self -justified and self -appointed democracy promoter of the world that did a blunder ,instead of fulfilling its obligations , by taking care of its short term interest in the course of the historical process to engage Middle East .The whole deplorable situation doesn't start from yesterday... or lost sight of the bird eye view (macro).

Hopefully it is not irreversible .

More important than democracy is spreading the concept of liberty. Liberty is the prerequisite of an elective form of government. There is a group of people trying to spread the ideas of liberty in the Middle East. Translated into English, the name is Lamp of Liberty:

Your question may be based on the fallacy that their is a BEST form of government. Due to variations in beliefs and cultures this is not necessarily true.

In many Middle-Eastern states, millenia of customs cannot suddenly be supplanted with democracy without causing widespread social issues. Neither is democracy perfect in any society under which it's currently being practised.

To answer your question:
* give the people in non-democratic societies the ability to see the benefits and drawbacks fo democracy
* show them how to ease into it
* Allow them to decide for themselves whether it's best for them
* Give them lots of TIME
* Don't interfere when they don't do it the way you think is best

You presume that the "Holy Grail of Democracy" is the only acceptable form of Government. It isnt. Let the People in the Middle East do their own thing.

There is an arrogance in the West assuming that the Middle East must be democratic.....there is nothing democratic about TELLING someone they will have a democracy

By "we" I presume you mean the US. The Arab nations regard democracy like toilet paper - use it once, and throw it away. That quote came from an unidentified Saudi intelligence officer. The Arabs have their way of governing that has been around a hell of a lot longer than the US. They don't like/want democracy, so why force it on them?

Why do some people assume that they want democracy? It's great and all, but they might not be ready for it. You can't force a whole country to change it's way of life overnight.

The affairs of the Middle East are not ours to run. They have their way and we have ours. Middle Eastern people never got involved in our internal affairs, why should we get in their? OK, OK, they got the oil that we very much want but hey, can not we do it in a different way rather than bombing them to pieces?

try establishing democracy in the west first. voting doesnt make a democracy. it actually has very little to do with it. if you are interested in discussing the philosophies of democracies, you can contact me, not that it means anything but political science was my major in university, so i have some tiny, tiny, tiny bit of knowledge.
