ECE could also have majors or subjects on computer related stuff like Software Engineering, CISCO Networking, Computer/Operating system and designs, etc. You may also take some short courses on a particular software you like from technical training schools for 16 hours or more depending on the software like I did. Some companies also provide free training on software development before giving you the job.

However if you really are interested in software and would like to shift in a course specializing on it, try Computer Engineering, there won't be much of a problem if you're still on your 2nd year. If you want a shorter course Computer Science will do. Ask your school registar for a copy of the course outline or curriculum for these courses so that you could compare it with your current course.
