but the cats always flair up at her

the cat flairs up at the dog because it feels threatened.
act naturally around the two of them. - IGNORE A FLAIR UP.
should you try to pacify the cat it might perceive it as "correct behavior". - simply because it gets a reaction from you!
pay lots of attention to your cat eg. grooming etc while at the same time patting the dog with your free hand.
"talk to them both - stroking the cat and calling it by it's name and
same for the dog."
animals respond to our tone of voice - keep it friendly and warm.
I'm am pretty sure this will work.

PS: About 3 months ago a introduced a cockatiel to my 2 cats using very much the same method.
The cockatiel now roams the house freely and is mostly ignored by the cats apart from them sniffing the cockatiel from time to time.

Usually cats are scared of dogs cause they are always so excited and run up and the cat doesn't know what to expect. I have had some cats get along with dogs but usually they don't.

some cats will tolerate a dog, some won't, depends on how old the cat is and how long you give the situation.

You have to slowly introduce them and act as if it is natural, don't fuss over them too much if they are both together. Animals feed off of peoples insecurities.
