You are probably right. We Indians do not have the cajones to stand up and kick Pakistani Butt (like Israel is doing in Lebanon). Until we get rid of corrupt politicians and make Bal Thackery the PM, there is no solution for this problem.

I am not sure I understand the question entirely. I am not sure they need an answer for these kind of issues. I can say this, terrorist groups pretty much moved around Europe with ease and comfort while I lived there. Hell, I actually had to go on the run for nearly a year there and I found it easy to move from country to country without being detected. I am sure they probably are able to maneuvered through India's region just as easily. But, if they aren't causing India problems or India is unaware of them then it is probably a good thing for India they have enough problems without getting caught up in the war on Terror.
