H.G. Wells was the first person on record to actually think of the idea of a machine that can travel through time, but no one has invented an actual, practical, working time machine, yet. At least not that I know of.

Some months back I saw on Discovery Channel that they are trying to build one by decreasing the speed of light. It will be functioning within 15-20 years, but it is not that sort of time-machine which Van Damme uses in Time Cop, but it will make us able to give the answers of the questions asked by people living in the future. So, we will be able to know the things happening in the future.
