Well, you hit them just as any other modern fighter jets.

Striela missile is a good way to do it. Striela - aka SA-7 Grail, IIRC - is a Russian man-portable, shoulder-fired anti-aircraft missile, using passive infra-red homing. Roughly an equivalent to the American FIM-92 Stinger (Stingers are technologically superior, but new variants of Striela have been developed as well, so let's stick to that the are roughly equal... or at least, filling the very same tactical niche). However, most modern combat aircraft do carry IR decoys (flares) that are fired to fool such missiles. There are other tricks as well. So you won't have a 100% certain hit...

Then, there are lots of other anti-aircraft missiles. The problem with them is that those that are man-portable have small range, those that do have a long rang aren't man-portable.

You can always use an old-styled anti-aircraft gun, although tohse used nowadays are short-ranged as well. So they are going to be useful only if the jet is coming low and nearby. But if you get a fighter jet (like F-16) in range, and in right bearing, gunfire is likely to be effective.

Small arms fire (rifles, machineguns) can be effective, but it depends mostly on luck. F-16 is a fighter, not a ground-attack plane, and thus isn't armored to sustain small arms fire. Again, you have to be quite lucky to hit and damage it with rifle fire.

Dont be stupid...A Strela (SA-7) missile is a poor choice...especially if its a high-flyer (20000ft+)... and even if they fly low you will need to be lucky especially if a skilled pilot is in the helm of the plane.

Strela SA-7s are only used now by armies and terrorists against helicopters and civilian planes. For high performance jets like the F-16, go get bigger stuff like SA-12 Gladiator or PAC-2 Patriot missiles or just fire up a lot of cannons and/or machine guns...pump enough shells into its path and you can get it down.

The F-16 can be hit just like any other aircraft, but, beware. The F-16 is fast, and in the hands of a skilled pilot, is one of the most nimble aircraft in the sky. If you really want to shoot one, put several missles up at once. Because even the best pilot can only pay attention to so much at one time.

depending on whether its flying or on ground it can be hit with anything from and air to air missile or a surface to air missile or even a stone when on ground and if you have a good aim.
