When he sleeps he twitches, he's doing it right now. I'm going to freak out! Like, you know when you watch those shows on animal planet with the fast motion of an animal decomposing? That's what it look s like to me except not as fast an not as much.
Oh, and sometimes it looks like he shivers, with his mouth ( not showing teeth), but only when he's awake.Kinda how when you try to hold back yawns, you know? You're lips go "ba ba ba ba"? It's really weird, he's been doing it for a while now. Never really was to concerned.
I will take him to a vet, but I want to know what you think it is first. Is this normal?

Yeah... he's no pup... He's like 4 years old, does that make a difference?

if he's a very young pup...it's just muscel growth...when i got my puppy at 6 weeks he did the same...sometimes lil noises came with the twitches...i called an allnight emergency vet...and thats what they told me...also they do dream...some times they will even growl in their sleep...my malitese twitches...moves his legs as if he were running, and every once and a while...he'll let out a long howl...seems to do that on the scariest part of the movies...freaks me the hell out....as far as the lip thing ..i am not sure...i 've never came accross that behavior....that you should check out....

His twitching shows he's dreaming. All dogs do that. Nothing to worry about. As for his mouth shivering, it could just be part of who he is, nothing bad. If you've never had him to the vet for a check-up (which should be done every year), then take him in and see what the vet thinks, while you're updating his shots. It might just be a twitch he's developed, and everything's fine. <*)))><

When they sleep, they dream just like humans and that is the twitching. But this shivering thing while awake, no that doesn't sound right. I would take him in and tell the vet any unusual symptoms you've noticed. Best to be cautious than sorry.

he should be fine...in fact my dog is a year old and he still shivers, twitches, snores, whines, and does all kinds of crazy things in his sleep! as long as he's ok when he wakes up everything should be fine. i dont think you need to take him to the vet. because the vet. probably won't see him sleeping, but you could just call the vet. and tell him what's going on just as a precaution but i think everything is fine!

Both my dogs do that, puppy and older. I think its ok, I think hes just dreaming. Whenever I see my dogs paws twitch, I think that they're just running in their dreams.
Whenever he does the shiver with his mouth, does it look like he's talking? I think that's ok too.

I haven't seen a dog do that before, don't wait for answers, that will just waste time, just get that dog to a vet ASAP!

pets do dream and his dreams are probably exciting to him. take him to the vet for peace of mind, but there probably isn't anything wrong with him.

Well its a puppy so it might be cold,cause it is young.i think it is normal,but just incase,do take it to the vet.i might be wrong.

it is normal he is dreaming my dogs do it all the time it's quite emusing to watch
