Tell her that you're flattered, but that you're just not interested.
Since most people seem seriously "mental" these days, that will probably anger her, but at least it is the truth.
Also, if you're friends, you could tell her that you really appreciate your friendship and are not looking for a romantic relationship with her.
Just be honest.

hmmmmmmmmmmm,
better u say that u r not interested in her as early as possible bcause if u don't her interest in u may grow stronger and your decision may hurt her. so better tell the truth and be kind enough in expresing your answer which can put her into ease and take the decision positively.
