Walk up and say "Hi." She'll say "Hi." Ask questions about her... things she's wearing (like a chain), classes she's taking or books she's carrying. The main thing is to get her talking about herself. Pretend to listen. Look her in the eyes, but don't be freaky and stare intensely. DO NOT stare at her boobs. Be normal, and just be friendly. Expect to get rejected once in awhile. If you get rejected, just consider it as practice for the next one. Make it a point to meet at least one new girl per day. Don't just zero in on the hotties. Humor is the key. Serious=creepy. Cultivate the ability to see humor in any given situation. If she laughs at your jokes, you can slowly ratchet up the suggestive body language as you converse. Chin in hand, dreamy eyes, leaning in, brief touch on the shoulder or forearm, etc.
Try not to be discouraged by early failure. This is a very subtle art and some people just don't click with each other. Also some guys are blessed with good looks or naturally magnetic personalities, what works for your buddy might not work for you.

dont think.
dont stare, but start out looking at her for a sec.
then over time increase eye contact... if shes looking at you, wait till she looks away first.
look at her like shes the only one in the room.
but once she keeps staring, back up on the eye contact.
brush your teeth, and make sure your kissable...
a little bit of cologne is good, but not too much.
tease her, if shes really hot tell her shes fat, but smile.
then make her angry at you, then make up over a coffee or something.
