In fact, I have retired to Thailand and am interested in forming a NGO to assist the poorest of the poor elderly. Why? Most all development organizations measure their success on a cost-benefit analysis and focus their efforts on activities that promise a positive return to a country's development.
Under such a scenario, such groups as the poorest elderly don't even appear on the radar screen. After 30 years of development work, I wish to promote out and out humanitarian efforts for people otherwise ignored.
