Anyone can issue a certificate of conformity.

Simply produce a single page certificate saying what it conforms to and any limitations as to when it may not conform (if any)

For instance an electrical installation within a domestic property in the uk would need to conform to BS7671 and as such would need to be re-tested every 10 years by a competent person.

To certify it you will need relevant experience/qualifications.
Indemnity insurance is also good depending on what you need it for.

In terms of a machine you should be looking at;
how dangerous the machine is and whether appropriate guarding is in place protection methods.
The operation of the machine, consistency & reliability of operation.
Electrical/Gas/ other regulations for safety.
Any other British/European standards that should apply to the machine.

Can you have the machine re-calibrated? if yes, you may get a certificate of calibration/conformity from the calibration company.
