okay situation...
i feel bad but i didnt even know this guy existed till like 2 months ago but ive met his whole family. So basically my brother is friends with his brother and we're the younger siblings. My parents talk to his parents. He's really cool and i mean i dont know why i'm really questioning this but don't you think this will be awkward, especially when the older brothers find out?? and he's sorta shy but i really do think he likes me based on the things he's said but i'm old fashion and usually wait for the guy to make the first move...well yeah so that's it
and we're teenagers

Go for it.
First you already know his family, which reduces the odds that he has some wierd family stuff. If your other family members get along well it suggests you are likely to have similar values and perspectives on things. Also, you should be able to find plenty to talk about, which can sometimes be a problem with shy people and teenagers.

As for being embarrassed about it, well sure there may be some teasing, but if you go around worrying about things being a bit awkward all of the time, you'll miss out on too many potentially great dates. I obviously don't know the people involved, but my experience is that people are happy when people they know start seeing each other. You just have to make sure that you set out clear boundaries with them when they find out so that your relationship time doesn't get intruded on by them. Mainly, you just need to ignore that stuff because what matters is how you two get along.

Finally, shy guys are very often worth the trouble because their shyness often indicates that they are aware of how others see their actions. This means they are often responsive to other people's concerns, which is a great quality for someone you're going out with.

Go for it. Let him know you are interested and available but take things slow and try not to get tooooo serious toooo fast.

it is ok... what wrong with it? Isnt it better that your parents know each other? No stress when meeting the parents...^^
