My brother is 16 and I have two kids of my own... I still have to babysit him because he can't seem to stay out of trouble.

well.........a teen by definition is not fully grown. Ok, maybe an 18 year old is.
I'm assuming the teen would have some sort of disability making it impossible for the child to be left unattended. Then that situation would require a babysitter. Or extremely immature and the parents don't trust him/her to be alone.
