I believe you are referring to "Rage Syndrome" certain breeds of dog are susceptible to the condition because of selective breeding by humans to make dogs conform to certain standards.
However in most cases it is simply dominance aggression that has been misdiagnosed, and can be treated with alternative training methods, but there is another form which is characterized by seizure like episodes, after which the dog does not seem to remember this can also be treated with medication...tell your friend not to give up on the dog yet and do some research about it...here are some sites with good information..

aha, yess, Every Dog is born like an angel :) but, the way they grow up depends a lot on how stubburn they are, it might be too late, but every dog!!! EVERY SINGLE DOG, IMPORTANTLY , NEEEEEEDS TO!! GO OUT FOR A WALK, AS MANY DAYS POSSIBLE!, its a very important part in training!. If they are locked up all day for a long time, they will go mad/insane!!!, some dogs require this more than others, smaller dogs dont get mad easily, but big dogs, and muscular dogs Need that type of attention!, its a funny thing but it is neccessary,!. I take mine out almost every day! and he has never NEVER!! attacked ANYONE! in his life!!, so far!. Also , if it IS too late, then get them neutered!, this will really make a drastic change in their life, other than not bieng able to reproduce, they wont attack more often, they wont be so close the owner, and more importantly, they will respect other dogs more often!. Well, i gotta get to sleep!, GOOD LUCK!

not the breed, but how they are raised. pit bulls may be more aggresive than other breeds, but the ones i raised from pups up where very caring and smart dogs. There was one time though, a relative gave me a 4 year old female pit. she was very aggressive and would bite and riddle other dogs. after i found her a home on a farm, i had foundout that she had been fought before explained her behavior. so cruel.
