if you get on the internet and look up departments community policing divisions you can contact them and ask, though some departments may have some type of policy against giving out patches.

I had a lot of people ask for me to trade just by mailing out a simple request...
Dont know how many he sent out, but as he had included a business card and the address matched up to his PD I sent him one...
