They are both correct, but would be used for different reasons. The first one is the present perfect, which is used for different reasons than the past tense. The posters who say that you should use "more than" instead of "over" are right if you are writing a college paper or using very formal English. But we use "over" in spoken English all the time.

The key here is to leave off the preposition. Whenever yu are unsure over which way is gramatically correct, must of the time you just need to drop the phrase that comes after words like for, to, in, etc.

Dropping the preposition, your sentences read:

One: Has she ever lived in an English speaking country?
Two: Did she ever live in an English speaking country?

Looking at it this way, number 1 is more gramatically correct.

They're both awkward.....try this "Has she ever lived in an English speaking country for more than one year?"

either one is correct has lived vs. did live, but the "over" is what is incorrect, because according to modern mla and apa standards it is never "over" and always "more than" when discussing time. :) how's that answer?
