Actually, they can, but not like you think.
When you prepare to join, you have to go to MEPS (Military Entrance Processing Station). There, they do a physical. If you fail the physical, you have to get waivers. If you cannot, then until the waivers are recieved, you are ineligible to enlist.
If you fail the ASVAB you have to wait so many months to retake it and cannot enlist until you pass.
Also, if your criminal record is too much, you cannot join.
A recruiter cannot just blacklist you. You'd have to fail some form of criteria for entrance.
If a recruiter is blacklisting you then you need to see either his First Sergeant or you need to go to another recruiter from a different station and let them know and speak to their First Sergeant, as that's just wrong.

This is an inappropriate and improper recruiting tactic and you should notify the recruiters superiors. People tricked into the service rarely perform well and give everyone a bad name

Recruiters are interested solely in getting new folks... not turning them away. There is no blacklist... so if one doesn't give you a warm and fuzzy feeling... go to another branch.
They'll welcome you with open arms.

No they can not. The only way you could get "blacklisted" is to go to MEPS and be disqualified.

If you get disqualified during the physical, you are disqualified from all branches.
