It's more than likely the fan switch. In positions 1 thru 3 there is a resistor in series to control the fan speed, position #4 is basicly a direct connection to the battery, a full 12 volts applied to the fan motor. To find out for sure, remove the switch an put an ohm meter to it. I bet you'll find out that the switch is open in the first 3 positions.
If that's the case you can replace the switch, and likely fix your problem. (try a junkyard first, before a parts store to save big money on a replacement switch.)

Check all the fuses and relays that are in the boxes first. If you have an owners manual it will show where they are and which fuse or relay services which circuit. I know that some years of Chrysler products have one fuse for the 1-3 speeds and a heavier fuse for the highest speed. The fuses are the least expensive fix and you might be able to solve it yourself. If that doesn' t do you are headed to the dealer.

I agree with al I have seen this problem many times On chevy and dodge your blower motor resistor is bad Find your fan motor and look around it for a rectangular shaped plastic plate with a connector going in it , that would be your problem

there,s a relay for the fan,,i don't know where it is located ,,but it what cause this,,i own of these cars,,and right before i got it,,they said that they had replaced the relay,,i think it is in the passengers side kick panel,,when you remove it,,you,ll see some relays there,,i also noticed there are a row of them out in under the hood,,if there is a cover on them,,one of them will be ,marked heater relay ,,this will be the one you want,,i have heard they go bad a lot,,but have not had to replace mine again,,but only time will tell,,i hope this help,s.

The fan switch is bad. When you turn the switch on and off, low to high, do it slowly. The switch is in the $15 range, the labor is in the $100 range

not sure where these people get their info but the blower resistor is bad go to your local dealer or parts house and get one..
