My son lives in San Antonio and he says they are trying to pass a law prohibiting the sale of domesticated animals out of a car or whatever in p arking lots. Not sure if it has passed or not, but it sure should.

If you own the parking lot...no its not illegal

If you dont own the parking lot or dont ask the owner of the parking lot...then its illegal

I doubt there would be a heavy fine even if you did get caught
