That would be something you would file with your city council. But let me recommend you talk with the chief first. This would make it look better for you in the papers... and believe me this will go to the papers...it will make him look unreasonable if he doesnt bring his department into compliance with whatever law youre referring to...
But be careful...cause that is a rather large can of worms you are opening...

You need to hire an attorney, then find a judge that agrees with you to issue an order against the police chief to allow you to do what you say is your right. Doesn't really become a right if a court won't enforce it. Then you will find out your rights when you get to court and the Chief will have to stop what he is doing...or you will.

Who are you after, the police chief of New Orleans for illegally seizing firearms from law-abiding citizens after Katrina? The federal court has already found him and Mayor Ray Nagin in contempt for refusing to return them.
