it finishes early and sais some files could not not be defragmented see report for list of files but the report doesnt show them and i have already tried defregmenting in safe mode

This is normal.

Some files cant be defragmented as they are most likely in use by the OS while the defragmenter is active . Once files (dll/exe/etc) are loaded in to memory they are locked by the OS. This prevents the file from being manipulated during the defragmenting process.

Also background task/programs can prevent the defragmenting process from completing succesully(http://en.wikipedia.org/wiki/Defragmentation#Defragmentation_issues), as the OS, can not have excessive writing to the hard drive while defragmenting is active. Double check that there are no background task ruining (i.e. Antivirus apps/spyware/etc...)

It's also quite possible that some files couldn't be moved because they were currently in use by the system (most likely, either a file or a DLL still open by a program). In any case, you should always stop as many other programs as possible, so the defragmenter is the only thing running.

Some files could not defragmented because their attribute is system and hidden or read only. Actually it won't be a problem if you don't have all files are defragment. If you really want to change the attribute, you can right click, proporties, uncheck on hidden/read only... (not recommend to unclick system).

make sure you have more than 15 % free space in that drive. in some case when you have some very big files in a directory in one defragmentation is not enough you need to defragment it 4-5 times. try to defragment it again and again so that your directory completely defragment.
