My mother used to joke that they were tenderizing you, so you'd tasted better.

Makes more sense than any idea I have.

They bite and when they lick you, it is their way of saying, "I am sorry, master. Did that hurt?"

I don't know where I read this, but it works. I have a pup too and all pups have to bite, I am sure it is written in their dog training book that they have to do that.
Anyway they also nip/bite their litter mates and their mom. You take on the role of one of them. When the pup bites you, you yell loudly," OUCH!!!!" The pup will stop immediatly because that is the sound he would hear from the other pups when he bit them. It broke my pup of biting in no time. Once in awhile he might try it and all I have to do is let go with my yell and he stops.............
If one of his other bad habits arise, all I have to do is ask where the water is and he stops whatever he is doing. The water is just a spray bottle filled with plain tap water.
Between OUCH and where's my water? I have my five month old pup totally trained........

If you try the "OUCH" yell be sure to warn the humans in your house. I have scared mine in the past when they were not expecting it.

Because that is what dogs do, that is their behavior in a sense of biting being playful or get mad

They chew out of habit. It feels good on their teeth and gums. They may be playing, but the licking is just their way of telling you that they are only playing. They are telling you that they mean no harm to you.
