Buddy, "Intel" left the island...as well as most of the Technology manufacturing plants we once had on the island.
The guy that told you that "Engineer's" here in PR are paid minimum is correct...("but")...
a person who got a degree from a University stateside will GET more MOULA than a person who graduated on the island. I assure you that.
You may even become a Engineering Supervisor or Manager. Try checking in any of the Job searches for Puerto Rico employment.

Electrical Engineers are responsible for the design or maintenance of products. They create all different forms of technology. Most Electrical Engineers have an area of specialization: power generation, transmission, and distribution; communications; electrical equipment manufacturing or a subdivision of these areas such as, industrial robot control systems or aviation electronics. They work with all sorts of technology to build new communications systems such as broadband modems, or new wireless technology. Other Electrical Engineers look for new sources of power or ways to make the sources we have more efficient.

Are you sure you want to go work there? Most highly trained Portoricans-- Mds, engineers, etc-- leave the Island for various reasons...employment being one of them. Good luck! You'll need it.
