If you are wanting to train him you need to give him a reason to trust you. With out trust on his part you will not have any luck training him here is what you need to do.

Offer him a small piece of millet or a broken sunflower seed but do not try to touch him if he moves away from your hand. Hold your hand in the cage doing nothing, just to get him used to your hand. He will start to realize that the hand will not hurt him, but this may take a day or two of patience.

When your Cockatiel stops trying to get away from your hand, you can slowly move closer until one day he allows you to gently stroke his breast.

Continue to quietly talk to him when you are doing this. When he seems comfortable with your hand touching him, you can gently press against the abdomen and push up a bit. There is a good chance that he may put one foot onto your finger.

If this does not frighten him, you can give another slight push and he may put his other foot up and be standing on your hand. He will probably jump off immediately – but remain calm and try again if he is not frightened.

Keep working with him and he may surprise you one day and get up on your hand by himslef.

Please be patient with your bird. If its a young bird it may not know how to step up yet. If you just got this bird then he/she has to get used to you before you can start holding it. Start slow and just put your hand in the cage away from the bird at first and talk in an even soothing tone to the bird the whole time you are doing this. Each day get a little closer to the bird...if it freaks out then start all over...but give the bird time. I was given a cockatiel that was mistreated. It took me a few months to be able to get her to come out of the cage willingly. When out of the cage she knows she will get some kind of treat to eat while she sits on my shoulder. Just don't rush things and everything will be fine. Once the bird figures out that you are not going to hurt it...everything will be fine but it takes time and patience. Good Luck!

Best thing is have the tiel in the cage when practising. And talk to the bird more and sometimes hold something in your hand that the bird likes like millet and then try to get the bird to eat it off your hand.
Good luck..give the tiel some time. They can be stubborn at times.

Get it with a glove and keep it in your hand until it stops trying to free itself.
