Definitely! Your library will probably have several language courses on tape or CD that you can check out. Also, some communities offer "adult education" where you can take classes in the evening. Your local high school may be able to point you to information about that. You might be able to hire a tutor from a local high school or college who could help you with pronunciation.
The best way to learn, though, is from someone who is a fluent speaker of the language - and maybe you could make a new friend in the course of learning!

You have to go and live in the country. And speak their language as much as possible. All the time. Then you will learn. Oh, sorry if you just want to go to a college and remain in your own country, what is the point. All the best. You can speak your new language down the local.

Do you find it difficult to learn a language? If so, an easier way is to see foreign movies with sub-titles. Choose the language you wish to learn, if it is French, for example, go to as many French movies as you can see. As you hear the language you read the sub-titles. This slowly seeps into the brain and is a great adjunct to learning from a text-book or in an evening-class.
By this method, I slowly learned French.

living in that country is the best and fastest way to learn a new language. Some schooling though is needed to get the basics and stuff in. You can also find a community local to you that speaks that language and ask for some help. I am Scottish and speak German fluently. ( having lived there.)
Sounds weird but when you are totally fluent you don't really think about it when you speak your 2nd tongue, I also dream and talk in my sleep using German! Scary stuff I know.

Yes, the best way is to learn at your own pace on your own time. The easiest way is PRACTICE!! Make it a point to speak, read, and write in the language every day (even if its only 20 minutes).
Eventually you will be good enough to converse, and if you stick with you, you'll be fluent. But you must practice!!

Yeah, get a good study book. I would start with a learning tape, to get the feel and sound of the language, and it builds your vocabulary fast. After building vocabulary, you need a good grammer book to teach you how to build sentences correctly in that language, and verb usage because rules with ordering words and such are going to be different from English. Oh yes most definitely.
There are several language learning audio literary lessons available in public libraries and bookstores, especially in the "for Dummies" series, i.e. "German for Dummies, Spanish for Dummies, French for Dummies" etc.
I suppose it just requiries a lot of discipline on your part to stick with it - good luck!
