Not really. The only way to reduce crime against children overall is for our society to turn back to God and the Bible as a way of life. Sex crimes have always been with us but since the 1960's when this country really started to fall away from God, crimes of all sorts have been on the rise because people don't have a standard morality and they don't have the fear of God to keep them on the narrow path.

I'm not sure that punishment is the answer.
In the past, societies have tried to punish homosexuality to keep that from spreading, but it never worked. Throughout history, there has been a fairly steady 10% of the population that was homosexual, either due to different upbringing, childhood experiences, genetics, whatever.
I'm guessing that there will always be a fairly steady percentage of the population which is attracted to children. there are some biological reasons why this should be. A younger mate tends to be capable of producing children, and/or providing for them for longer periods. Older partners, especially women tend to have more genetic defects in their offspring, and the child molesters are often men looking for little girls, which suggests some link here.
If there is some sort of mental hardwire for child molestation, this would explain why there were so many repeat offenders. Medical solutions might work, such as brain surgery, or drugs, but these are often considered "cruel and unusual" punishments.
Legalizing prostitution probably won't do much. In today's society, getting laid is pretty easy without paying. I'm guessing these criminals are drawn to children specifically. You might look into sex crimes by state, since Nevada for example does have legal prostitution.
I suspect that the main reason that our children are raped and then killed is because the stakes are so high that the criminal does not dare leave the victim alive to testify.
Perhaps what we really need is a good counselling situation, and a more open society. Maybe if people could just stand up and say "Hey, I'm sexually attracted to children!" without too big of a fuss, then they could get counselling to deal with these desires in an acceptable way, and people with children would know not to leave their kids alone with these people... or maybe that's the whiny liberal in me talking nonesense. I have some other ideas, but I suspect that in all honesty, this may be the easiest, and best thing we can do about it for now.
Perhaps the legal age of consent laws could be revised in some way. I'm not sure this is a good idea, but if it was legal to have sex with a minor, at least under CERTAIN VERY LIMITED situations, the criminals might have an outlet for their desires that does not require them to kill children.
Traditionally, age of consent was not that common. In the middle ages, a woman could marry as soon as she hit puberty, and perhaps this is part of where the urge comes.
Would you be willing to marry off your children while they were still in middle school, if it could prevent child molestation and murders? I know a lot of frustrated parents who might say they'd gladly auction off their children, but I'm pretty sure they're kidding. Even in states where people can get married at 16 under certain conditions, that seems to be a very rare occurence. Would this be an acceptable plan for anyone? Would anyone marry off an eight year old to help prevent sexual predators? Would marrying children stop sexual predators? Some how I doubt it, and I'm guessing that if this were allowed, the divorce rates would really shoot through the cieling... and spouse abuse would probably also hit an all time high.
maybe a certain number of small children being raped and killed is considered an acceptable trade off for some other benefit, like ensuring that most of our children can all get good educations. This sounds cynical, but it may be the bottom line.

We can't legally do anything other than what we do now. If we tried anything more harsh, all of the civil rights groups would be all over it and make them stop. It's a tough situation because they're still people who have rights, but something needs to be done.

If someone molests a child then they should have to die. The bleeding hearts disagree though. They think that everyone deserves a second chance and that we should not take the life of the scum because it is not our right. If we would start torturing and killing the nasty freaks it would not stop it but it would deter alot of them. They deserve to pay for what they do. NASTY PIECES OF ****.

I work in a maximum security prison and deal with such filth every day.
The comfort I have is that the lord will deal with them some day.

I am very horrified by child abuse.
The punishment for child abuse and rape (regardless of age) should be life in prison without parole.
