This is the first time I have EVER heard a woman say it was hard and complicated to get a man to sleep with her!!!
Unless he is committed to someone else, if that is the fact, move on and let it go. Otherwise, be honest how you feel, if you want just a one nighter, then tell him, he may be one that isn't into that, he may actually want a relationship before having sex (rare breed). But just talking to him, may help you.

seriously, what is wrong with you because most guys don't need to be told twice?
are you too young? do you have an illness? or is the guy who you're trying to get in the sack with someone who just can't see you as a 'girl'? are you a guy and the person you want is not into that sort of thing?
it could be the people you are with. if they are the type that see you with some affection and don't want to take advantage of your mood then they're not going to touch you... same if you have an illness. and if you're too young... they're going to run as fast as their feet can carry them. if the guy you are after is someone who would be considered "above your level" then that might actually be a factor in them not wanting to sleep with you.
if you are looking for a one night thing and are over 21 then go out and get hammered at a bar or club and trust me, you will have to fight guys off with sticks who want to take you home. and heck, the alcohol just makes them look better (as i overheard in a bar once, "drink until i look good").
look the easiest way to get a guy to want you is to be sexy and let the guy know what it is that you have in mind... once you do that our minds usually go blank and all we see or think is a miniature version of ourselves dancing and singing the happy dance in our heads (i know because this happens every time a girl whispers it suggestively in my ear).

first of all you need to be older I can tell you are to young to even be trying to have sex maybe with boys you hang out with it's hard and complicated,but with older guys and men it's not hard, nor complicated at all all you have to do is ask them if they want to have sex and bimb bamb bomb and it's over with that's the difference between boys and men

Unless you're undesireable, just ask a guy for a one night stand, and use protection. It's not hard in anyway whatsoever.

Maybe he wants to wait until marriage? Or, he just does not really feel ready. Its better to be with someone your willing to commit to. Get to know him more and the time will come.
