Yes, but not really cold water, just more than cool. In hot water the hair expands, similar to facial pores that then shrink from the cool water. I learned about this in 7th grade, and never questioned its validity. I still do it decades later, and my hair has a nice healthy shine.

Yup, cold water closes, and thus flattens the hair cuticle making it reflect more light. It's what I do after I get out of the shower. As long as you also use conditioner with it to make it smooth!! I rinsed out my hair with cold water after every condition, and it makes my hair SO much shinier and manageable.
One thing I know from experience as weel, is that washing your hair in cold (or cooler, at least) water is good for: it keeps your highlights -- especially reds, which fade much faster than other colors -- from fading. So if you color your hair, do it anyway, and you'll have killed two birds with one stone.

No, but it is a great wake-me-up in the morning. Maybe with my eyes that wide open I just look shinier all over.

It makes it shiny, softer & less frizzy. The cold water seals up the cuticle on your scalp which protects your hair. Even better is to rinse your conditioner off in cold water & then don't apply anymore hot water to it. It really makes my hair look great !!!
