Humans. We needed some one to blame when things went bad and someone we hoped could help us in our times of trouble. Most people will always feel the need of a parent. An all good, loving being who will watch over use. And like a parent punishes us when we are bad. There is a saying that man created God not the other way around.

By asking, "who created God", you are assuming God was created. God is outside of time and always was. God created man in his image, not the other way around.
Those who say man created God in their image are really saying man is God, and have fallen for the first temptation. That is the false promise of the serpent.

since you used the little "g" then I will say man did as they create new gods all the time.
If you were meaning to say God with the big "G" then my answer is you are asking about such Power that it amazingly enough just existed.
If you are atheistic and asking rhetorically, then it is the same answer on how one believes that all of a sudden and without "anything" a big explosion just happened. No real answers just ideas.
