Yes, it is, a wire is permanently bonded to the inner surfaces of your lower teeth with dental composites.
It is a fact of life that as one ages our bottom front teeth will become crooked, whether you have good or bad teeth when your young. Hence a lower retainer will prevent this from happening!
But don't go around superglueing wires to your lower teeth, because if the wrong material is used and the wrong technique is used then one might actually cause unaesthetic orthodontic movement to their bottom teeth!!
We don't have permanent retainers bonded to the outer surfaces of our front teeth as it would be visible and we don't have them bonded to the inner surfaces as our bottom teeth will not be to close fully if they were there! Hence a removable retainer is used on top.

Yes, you can either have a fixed retainer on the bottom or one that is removable.

after my braces were taken off, i got a permenant retainer on the bottom. i barely even remember its there. its placed behind your teeth and i would recommend this over a removable one due to the fact the bottom teeth move easily.
