Web sites catering to certain tastes of individuals within our communities are becoming very popular. These web sites are places where people can upload explicit images of unsuspecting ladies that they have captured illegally and distribute them both for profit and just for the thrill. The rise in their popularity is directly linked to the development and availability due to relatively low cost of digital cameras and the rise in popularity of the internet. This is just one example of the new world to which the PC, the internet and digital cameras are contributing. As there exists the possibility for many different tastes, there is a great variety of more examples of these web sites varying only in their level of depravity.
What if anything can be done to stop it?

Individually, make sure the sites are never patronized by computers you have access to. It's like stopping spam. Spam hits our email boxes because some people are stupid enough to buy things through spam, thereby making it an effective marketing tool. If they don't make money, up-skirt sites won't stick around.
On a larger scale, urge your governmental officials to take a stand on the situation. Up-skirting violates the law in several countries. Women can reasonably expect the right to privacy under a skirt and any images taken that way are done so illegally. The problem is that not all countries find this illegal, or if they do, it's not something they consider a problem so content hosted in these places doesn't necessarily fall under the law where it's illegal.
The final thing you can do is promote community awareness that this kind of thing is going on and that women should guard against it. A lot of women never consider that the person standing next to them might have a cam of some sort placed to take pictures.

I hate those kind of websites too. It is embarassing for the people who was pictured and many others. They don't realize how they have ruined a person's life. But fortunately some web hosters won't support adult image.
If you want to convince more web hosters to do that. You need to have a petition sign or something. Hopefully it wil decrease in the future.
Do they realize that many preteens and underage go and look at the pictures? They are the reasons of sex before marrige and many other things. They should be ashame of themselves.
I wish you the best of luck on your journey to stop it. Maybe you will go down in history as the hero who saves children's future.
