Have a treat that the dog likes, let the dog smell it then pull it back. Hold it up so the dog can see it and say speak.
The dog will probably jump toward the treat, so make sure he or she does not grab it.
Keep holding it out of reach and continue saying speak.
after a few times the dog will bark, that is what you want, so give the treat and praise the dog. wait at least 10 minutes and repeat.
You should only have to do this a few times and the dog will know what to do when you say speak.
Always reward the dog when you get the correct response from the dog to your command.

My grandmother (may she rest in peace) accidentally trained her dog to speak. She had a couple of birds and was trying to get them to talk. Well, the Norwegian Elkhound kept listening to her and finally one day during dinner, the dog came up right next to her and said, "I hungwy". Later the dog added, "I wan out" to her vocalizations. My aunt didn't believe us, until she was at the house alone with the dog. The dog went up to her and said "I wan out" and she let the dog out. Only then did she realize what had just happened.
BTW, the birds never did learn how to speak.

It depends, if you want the dog to speak English, then you have to devote all your time in the process, however if you like your dog to speak french, it will be a piece of cake.

Take my advice, it's just not worth trying.
I spent months trying to teach my dog to speak. And after all that effort, it never could speak properly. It would say things like, "Me want go for walk".
I mean, "me want go for walk"?!?! What the heck kind of sentence is that? Dogs are just plain unable to master proper grammar, and like my dear departed grandmother used to say, "If you can't do something right, don't do it at all".

you must have a treat and just keep saying speak until he finally does, once he does it, you praise him...say "good dog", pet him, and give him the treat and do it again. It shouldn't take long at all. If you want him to sit, you push down on his bottom while saying sit, once he sits you praise him, pet him, give him a treat and repeat. Want to teach him to shake, you take his paw in your hand and say shake, let go of it and hold out ur hand and say shake, if he doesn't offer his paw, take his paw and say shake again....repeat until he offers his paw without you grabbing it, and once he does you give him praise and a treat.
