They dont even have to be born. This can be done with the amniotic fluid. After that they just do a saliva test.

You can have them done the day after they can bring someone in from the hospital takes about 5 minutes swab your mouth your babies

I am no expert but I believe it should be done after birth and any point from then on. In utero can increase risk of infection, premature labor, and miscarriage.
