Knock on the door and talk to them about it. they may not realize they are being so noisy. If that fails call the police.

It would be nice if most differences with neighbors could be resolved in a peaceful, unemotional discussion over the backyard fence. But it doesn't always work that way.
A letter, making your point without interruption or argument, has a better chance of getting results and a much lower likelihood of boiling over into a long-standing dispute.
On the other hand, a letter might be the only possible avenue of communication in a seemingly insoluble impasse.
In any case stop short of drawing a line in the dirt. Allow your neighbor a face saving way out. After all, you'll probably continue to be neighbors for sometime whatever the outcome.

If you're residing in an condominium complicated you have to talk to the owner or the executive of the constructing. YOu take your court cases to them in a legitimate system. Tell the owner that the tenants in ( something condominium #) are being very loud within the overdue hours of the night or within the very early mornings. My brother is a supervisor of an condominium complicated and won't tolerate any noses after 10 pm to be thoughtful to all of the different tenats. If this rule is violated greater than two times.. then he kicks them out. When the tenant first arrives, he has them conform to designated laws of the constructing group. If you get no outcome out of your landlord or manger of the constructing.. then you'll be able to pass to the police and dossier a criticism.

check into your local laws to see if there is a noise curfew. if want to be neighborly, then just talk to them about the noise. if you want to be anonymous, send a letter in the mail. if that don't work, call the cops. Be prepared, from personal experience, they only calm down for a few weeks or so and they start back up again with noise.

I moved to the country. The only noise is on the Fourth of July when the idiots come up from the city to our lake with their fireworks.

What kind of noise? What time of day? How long does it last? Are they new to the neighborhood? Can you please give specifics? Are other neighboors having this problem also with them? Is this a house or an apartment? Hard to give any decent advice with such a vague question really.
