Unless you are in bigotville, I assume it means it's a white party. This means dress in all white. These are relatively common. Why, I don't know. I've heard of casual, dressy and only white-shirts required versions, so definitely check on the formality but white top at the very least will be necessary.

White Tie is the most formal of all occasions(men wear white tie, women wear ball gowns, not cocktail dresses),but an all-white affair may simply mean that everyone is required to dress in white,And,perhaps, the decor will be all white, also.

Its an "all white party." Meaning dress in ALL WHITE. There are many varieties of these "balls" held each year, with one major one being held in a different city each year, to be announced upon the arrival of that year. They are always a blast and can have as many attendees from 2 to 8 thousand during the "days" of the event. This years "main" event was held in Palm Springs, CA.

Most of these are Gay based events, such as the White Party,

The Black and Blue Ball
The Leather and Lace Party
and many, many more, etc.

everyone welcome of course as long as they are there to enjoy themselves.

P Diddy would call it a Black White party. That means wear white from head to toe. Not white top and something other colored for pants or skirt, it means white.

It means ultraformal... all white, in other words. For women, this usually means a long gown as opposed to a cocktail dress...
