our neighbors have been building a pool for the past 4 months, he's building it himself instead of hiring a professional.
For some reason he jackhammers all the time and makes a ton of noise with the jackhammer. He does this all the time and does it until 9:30 at night. My parents go to sleep early since they're older and have to wake up at 3 and 4 in the morning.. My mom is having a nervous breakdown. Not to mention they broke our sprinklers and didn't help to fix them and have a junk yard in front of their house that looks like ****.
So around a month ago we started putting the radio on a spanish channel whenever he had the jackhammer going. Not nearly as loud as the jackhammer. We wanted to block out the noise. Get this, they called the cops on US and the cops said we were being racist because his workers were mexican. Can you believe that??
We don't know what to do. We sure as hell can have the radio on in our back yard right? any station we want..

Sounds awful. No pun intended. Typically, most towns have an ordinance that you can make all the noise you want in between the hours of 8AM and 11PM. And some allow it from as early as 7AM. So unless he takes out the jackhammer at two in the morning, there is nothing that you can do accept pray he finishes the darn thing really soon.

Call the courthouse. #1: Most towns/cities have a noise ordinance which has a time that noise has to stop that is considered "annoying" or a nuisance. #2: When filing for a building permit, it states the times that one can work between, and if the structure is major, the neighbors have to sign off on it before the permit is issued. This is to prevent complaints and fighting which get the police involved too often.
The reason? Well, if you live in an area/state that has a lot of granite or rock in the ground (Some areas of WI are nothing but rock for ground), then they have to jackhammer to get through it so they can dig the hole for the pool.
Call your courthouse and find out. Speak to a county clerk, and they will either assist you or direct you in the proper direction.

1/check with the police dept to see what time constructions noises are allowed when they are in violation of the times call the police-eventually they will get tired of dealing with the same issue 2/if you have a homeowners association check with them about filing a complaint 3/file a civil suit for them to pay for damages to the sprinkler system 4/do they have a county/city or state permit to be installing this pool - if not and they need one could be major fines and problems for them if they don't 5/you do have every right to play whatever radio station you want in your yard - make a complaint against the officer(s) that came out and called you racist 6/until you get the problem resolved buy your mom/dad some earplugs it might help them to get some sleep -- good luck

You can have the radio on whatever station you want to have it on, but I would think that a religious channel would be more annoying.
Try calling the police on him when he is working after dark or whatever you deem is a reasonable hour...as for his mess that is in his yard there are surely nuisance laws, check into what those may be and file complaints regularly and loudly.

1st check with your city / town on the noise ordinances. Most town say when a builder can start and finished. The police officer had no right on saying anything about your music, I call the police station and file a complaint on him. When his pool is finished, dump some dish washing liquid in it, a few frogs and a snake or 2.
