The entire statement is "to err is human, and forgive divine." This means that because we are human we will make mistakes. In order to become better (more divine- more like God, a divine being) we have to learn to forgive others and also to be forgiven.

"to err is human" means it is the human nature to make mistakes; It is natural with humans to make errors --- just the way sleeping, eating etc. are natural with humans..
