Yes, if what you want is to get some breeze where there isn't any, like inside. You have a windmill and the power is taken either directly by belts and pulleys or indirectly by an electrical generator. The belts or electrical cables come inside and go to the other pulley or the electrical motor. The fan inside turns.
Naturally, since no system is 100% effective, there would be some loss, but since you are getting your power for free, that does not matter very much. I would suggest using the generator system, since you can store spare electricity in batteries when the wind is strong and use it on still days.
With apologies to the person who suggested using this to power your car, unless you are using a big sail to move the car (their are some kid's racers called 'land sailers', you can build them), you can't use this to move your car very far. It's along the lines of Superman trying to go water skiing by blowing the boat ahead of him-- the rope gets taut and snaps, and he goes backward due to reaction.

It is called a pinwheel, I believe.
However, if you attached a giant magnet to your car, so that it stuck out a couple feet from the grill and pointed back at the car, it will pull your car right down the street, with no gas needed!
