What is insane is someone not wanting the most up to date weapons systems available for their countries self defense. Want to know what's really scary? People without a clue who have the right to vote.

It is all insane, but some bad guys make lots of money when stealing those items and selling them to the dirty little war lords.

i'd say the government as it is usually full of self serving war mongers and the followers are usually ignorant-cant-think-for-myself peons that believe what they are told.
