Target, definitely, and maybe even Kohl's. (www.kohls.com)
Also, you may want to try Bed, Bath and Beyond or Linen's n' THings. Prices are good right now for all bedding sizes because of back to school (college).
And I saw someone said Walmart, and they have really improved their product lines...I got my son a really great comforter there a few years ago and it's still holding up.

Go to TJ Maxx or Ross and they usually have some really nice comforters at more than half off regular price.

best prices are always found on ebay! I get everything there :)
you can get a bed in a bag for $60-80, a comforter alone for less.
