Maybe he doesn't know if you like him too and so he is afraid to ask because he doesn't want to be rejected or look like an idiot in front of you. Help him out a bit, maybe make the first move. Maybe YOU should ask HIM out if you like him too. The guy doesn't always have to be the one to initiate a relationship.

Be bold. Ask him. Something casual. Coffee, a movie, a new restaurant you have heard of. Be creative. Don't put him on the spot, though. Try to make it seem like it was his idea. Mention something you think would be fun if you had someone to go with.

he is shy and scared of being dumped.he doesn't know how you will react so he will just dream of it.
others are already going out and think "if i dump the girl i'm already dating and the girl i want to ask out says no, i will be dayeless and that is not good"
either way only some are brave enough

Because he is afraid of rejection, plain and simple. Approach him smile your best smile and then say. "How you doing?" and just the lightest touch on his forearm. That sort of think is electric to a guy that likes you regardless of age 10 to 100 it works
