Sewing will indeed work. Your local fabric store (Or sometimes an arts and crafts store) will often have the patterns and material needed. Or if you've got clothes you aren't using any more, sometimes you can use that for the fabric, but you'll still need new thread and elastic, and old fabric won't last quite as long as new.
Elastic and thread comes in a few different varieties and thicknesses. The people at the stores will be so tickled pink to see someone trying to get into sewing that they'll be falling on top of themselves to help you the minute you ask.
A sewing machine would make this a lot easier. You can buy them, or use a friend's. Some fabric stores, or the occasional actual sewing machine store will allow you to use their display pieces, generally for a small fee.
Sewing by hand takes quite a while longer, and the stiches aren't as even, but they are stronger, and if you're planning to use a thick material, such as leather, or rabbit skin (nice and soft...) this may be the way to go. be sure to get sturdy needles with large holes in them.

Sure, Go to any fabric store and look at the catalogs there and find sewing patterns for boxers. Try Butterick catalogs and such... My mother used to sew.

Learn to sew. Take an old pair apart and use it as the pattern basis for the new ones you're about to make.
